釧路湿原の“メガソーラー”事業者に工事中止を勧告へ 北海道
北海道の釧路湿原の周辺で工事が進む「メガソーラー」と呼ばれる大規模な太陽光発電施設について北海道は、法律で定められた申請が出されていないとして、開発を進める事業者に対し、2日にも工事の中止を勧告する方針です。
国立公園の釧路湿原では、周辺の森林で、太陽光パネル6600枚を使った「メガソーラー」と呼ばれる大規模な太陽光発電施設の工事が大阪の事業者によって進められています。
森林法では、民間が管理する森林に太陽光発電施設をつくる際、土地の広さが0.5ヘクタールを超える場合は、知事に開発許可を申請することが定められています。
事業者は、現場の森林は法律が定める広さに満たないとして、申請しないまま工事を進めていましたが、道と釧路市が8月に現地調査を行ったところ、開発面積が0.8ヘクタール余りに上ることが分かったということです。
このため、道は事業者に対して、2日にも工事の中止を勧告する方針です。
林野庁は、全国の森林で太陽光発電施設の開発が相次ぐなか、3年前に法令を改正し、開発の要件を厳格化しています。
このメガソーラーの工事を巡っては、環境保護団体などから、国の特別天然記念物のタンチョウや天然記念物のオジロワシの生息環境に影響するという声も上がっています。
