リジェネラティブな食料システムの再構築が不可欠だ：エレン・マッカーサーの考察
サーキュラーエコノミーを推進するエレン・マッカーサーは、環境再生型の農業だけでなく、フードシステムそのものがリジェネラティブな循環を描いていくと確信している。
新型コロナウイルスのパンデミック禍にあった2020年、食料供給を巡る懸念が高まったことで、食べ物の生産方法に大きな変革がもたらされた。リジェネラティブ農業（環境再生型農業）の普及が進み、都市や近郊での食料生産が拡大したほか、食料廃棄も減少したのだ。
環境再生型農業とは、例えば土壌を健全で安定した状態に保ち、水と空気の質を高め、地域の生物多様性を向上させるなどして自然に寄り添う食料生産方法である。
21年、日用消費財（FMCG）の巨大な多国籍企業であるペプシコやダノン、ネスレ、ユニリーバは、数百万エーカーもの農地に環境再生型農業の手法を取り入れると発表した。
さらに、都市型農業も成長している。垂直農法を牽引するInfarmは、近ごろ欧州に10,000㎡にも及ぶ巨大な都市農園を開設した。これらは人間にとっても自然にとっても望ましい、レジリエントな食料システムの構築に向かう大きなステップだ。
一方、わたしたちは現在、パンデミックのような打撃に強い食料システムをつくるだけでは、もはや不充分だとわかっている。23年には、気候変動や生物多様性の喪失といった差し迫る地球規模の課題解決にも貢献できるように、食をリデザインすることになるだろう。
そのためには、システム全体が設計上は再生可能であることが不可欠だ。つまり、自然をねじ曲げて食料を生産するのではなく、自然が豊かに育まれるように食をデザインしなければならない。23年にはFMCG企業や小売業者、イノべーターらがこの役割を担い、農業従事者と連携し、食の循環経済を構築するようになることが予想される。
今後は再生可能な方法で生産されているかだけでなく、環境負荷が少なく多様性に貢献し、アップサイクルされた食材が選ばれるようになるだろう。
例えば、従来のやり方で栽培された小麦だけを用いて朝食のシリアルをつくる代わりに、環境再生型農業の手法を用いて栽培された小麦とエンドウ豆を混ぜ合わせてシリアルをつくることもできるのだ。
最近の研究によると、こうした方法でチーズやシリアル、ポテト製品をつくることで、欧州では食品産業から排出される温室効果ガスを70％削減でき、生物多様性の喪失に対する影響を50％軽減できるという。現在の食料システムは地球規模で生物多様性の喪失を引き起こす主な要因となっており、人為的な温室効果ガスの全排出量の3分の1を占めていることを踏まえると、これは重要な数字だ。
23年に成長するであろう変化の種を、わたしたちはすでに目にしている。
例えば、ブラジルでコーヒーを生産するGuima Caféは、ネスレの「ネスプレッソ」と環境再生型農業を推進する団体「reNature（リネイチャー）」の支援を受け、再生可能なコーヒー農園になりつつあるという。同じ土地でより多くの種類の食材を生産し、販売商品を多様化させているのだ。
スーパーマーケットの棚にも、アップサイクル食品が並ぶようになった。植物性乳製品の副産物からつくられたグルテンフリーの小麦粉を製造するRenewal Millの「ダークチョコレート・ブラウニー・ミックス」、ケロッグのシリアル「Coco Pops」をアップサイクルしたSeven Bro7hersブリュワリーのビール「Sling It Out Stout」など、さまざまな商品が登場している。
このほかに、英国の食品企業であるHodmedod'sは、ソラマメやブラック・バジャーと呼ばれる豆のような、自国ではあまり知られていない環境に優しい食品を見つけて販売している。
政治家も動き始めている。例えば英国政府の新たな施策では、植物や野生動物にきれいな水を充分に与えてその成長をサポートし、気候変動の緩和と適応に貢献した農家や土地管理者に報酬が与えられる。すでにこのパイロット版が試行されており、23年には英国に住むより多くの土地管理者が参加するはずだ。
とはいえ、これは始まりにすぎない。定額制宝くじサービスを展開する「People's Postcode Lottery」の支援を受けて、これから新たなイノべーションへの挑戦が始まることになるだろう。この取り組みは、環境に優しく、多様で、アップサイクルされ、再生可能な方法で生産された食材による革新的な食品を、FMCG企業や小売業者、フードイノべイターらがもっと市場に投入していくことを目的にしている。こうした食品の開発により、食のサーキュラーデザインの可能性が示されるのだ。自然の繁栄を目指した「食のポートフォリオ」が再構築される ── 23年はその始まりを告げる年になるだろう。
24歳で単独無寄港ヨット世界一周の最短記録を更新し、プロセーリング選手となったあと、2010年にサーキュラーエコノミーを推進する英国の慈善団体エレン・マッカーサー財団を創設。世界中の企業やパートナーのネットワークを創出している。
