トランプ大統領 不満表明 日本のさらなる対応引き出すねらいか
アメリカのトランプ大統領は、関税措置をめぐる日本との交渉に関連して、自身のSNSに「日本はわれわれのコメを受け取ろうとしない」と投稿し、不満を表明しました。ホワイトハウスの当局者は日本以外の貿易相手との交渉を優先する考えを示唆し、日本側からさらなる対応を引き出すねらいがあるとみられます。
トランプ政権の関税措置をめぐり、先週から赤澤経済再生担当大臣がワシントンを訪れてラトニック商務長官と閣僚交渉を行いましたが、歩み寄りには至りませんでした。
こうした中、トランプ大統領は30日、自身のSNSに「日本はわれわれのコメを受け取ろうとしない。深刻なコメ不足となっているのにだ」と投稿し、日本のコメの輸入に不満を表明しました。
この投稿について、NHKがホワイトハウスに説明を求めたところ、当局者は「政権は、7月9日まで、ほかの貿易相手に焦点を当てるだろう」として、現状のままでは日本以外の貿易相手との交渉を優先する考えを示唆しました。
トランプ大統領は、日米交渉で焦点となっている自動車をめぐっても不満を繰り返し表明しています。
29日に放送されたFOXニュースのインタビューで、アメリカから日本への自動車輸出が少ないなどとして「公平ではない」と述べたうえで、日本側に自動車への関税は25％だと書簡で通告することも可能だという認識を示していました。
トランプ政権がことし4月に発動した「相互関税」の一時停止措置の期限が今月9日に迫る中、トランプ大統領としては日本側に揺さぶりをかけ、貿易赤字の削減に向けてさらなる対応を引き出すねらいがあるとみられます。
日本 ミニマムアクセスでのコメ輸入 米から約45％
トランプ大統領は自身のSNSに日本がアメリカのコメを受け取ろうとしていないと投稿しました。
日本は「ミニマムアクセス」という制度に基づき、年間およそ77万トンのコメを外国から政府が関税をかけずに義務的に輸入しています。
このうち2024年度はアメリカから輸入されたコメが34万トン余り、率にしておよそ45％を占めています。
米長官 相互関税を再び課す可能性に言及
アメリカのトランプ政権は、貿易赤字が大きい国や地域を対象にした「相互関税」をことし4月に発動しましたが、その後、措置を90日間停止して各国などとの交渉を進めています。
この期限が今月9日に迫る中、各国との交渉を主導するアメリカのベッセント財務長官は30日、ブルームバーグテレビのインタビューで「誠実に交渉している国もあるが、彼らが頑固な態度であるために合意に至れないならば、4月の水準に戻す可能性がある。そうならないことを願う」と述べ、相互関税を再び課す可能性に言及し、各国に合意を急ぐよう求めました。
また、ホワイトハウスのレビット報道官は30日の記者会見で「トランプ大統領は、今週、貿易担当のチームと会合を開く」と述べ、各国への対応をめぐり近く政権内で協議が行われるとの見通しを示しました。
このうち、インドとの交渉をめぐっては「合意の最終調整が進められている」と述べ、大詰めを迎えているとの認識を示しました。
赤澤経済再生相「農業を犠牲にする交渉はしない」
赤澤経済再生担当大臣は閣議のあとの記者会見で「トランプ大統領の発信については承知しているがアメリカ側の発信などにコメントすることは差し控えたい」と述べました。
またトランプ大統領が日本のコメの輸入に不満を表明したことに関連し「『農は国の基』であり、生産者が安心して再生産を続けられる環境を作っていくことが政府・与党に課せられた極めて重大な仕事だ。アメリカとの協議では農業を犠牲にするような交渉はしないという考えに変わりはない」と強調しました。
そして「日米双方が真摯（しんし）な議論を精力的に続け合意の可能性を探っているが双方の認識が一致しない点が残っており、現時点ではパッケージ全体として合意に至っていない。引き続きわが国の国益をしっかりと守りながら双方にとって利益となるような合意を実現すべく調整を精力的に続けていきたい」と述べました。
小泉農相「関係省庁と連携し協議」
アメリカのトランプ大統領が関税措置をめぐる日本との交渉に関連して、自身のSNSに「日本はわれわれのコメを受け取ろうとしない」と投稿したことについて、小泉農林水産大臣は7月1日の閣議のあとの会見で「アメリカ政府関係者の発言の一つ一つにコメントすることは差し控えたい。農水省としては日本にとって最大限のメリットを獲得するため、関係省庁と連携をして協議に対応していく」と述べました。
林官房長官「真摯かつ誠実に協議」
林官房長官は閣議のあとの記者会見で「トランプ大統領の発信や当局者の発言の報道は承知しているがコメントは差し控えたい。アメリカとの協議の具体的な内容をつまびらかにすることは差し控えるが、わが国としては、引き続き日米双方の利益となる合意の実現に向けて、真摯かつ誠実な協議を精力的に続けていく」と述べました。
また「今後の協議にあたっても農業を犠牲にするようなことは考えておらず、守るべきものは守り、わが国にとって最大限のメリットを獲得するため政府一丸となって最優先かつ全力で取り組んでいく」と強調しました。
