ウクライナから日本に避難 長期化で支援終了も 約2000人岐路に
ロシアによる軍事侵攻が始まって3年以上たったいまも、ウクライナから国外に避難している人は564万人を超えています。そうした人たちへの支援は世界各国で先細っていく傾向にあり、日本に避難しているおよそ2000人のウクライナ人も日本で生活を続けるのか、帰国するのか、岐路に立たされています。
政府は、日本国内に親族がいないことなどを条件に食費や日用品の購入費など生活費として1日当たり最大2400円を最長2年支給してきたほか、「日本財団」は渡航費などの支援に加えて、生活費として1人当たり年間100万円を最長3年、支給してきました。
しかし、侵攻が長期化する中、生活費の支援は相次いで終了し、中には日々の生活への負担や将来への不安を感じながら暮らしている人もいます。
2022年3月末にウクライナ中部ポルタワ州から当時2歳と6歳の2人の娘を連れて日本に避難し、現在は、神奈川県横浜市に住むナタリア・ムリャフカさん（40）もその1人です。
ムリャフカさんは横浜市が無償で提供している市営住宅に暮らしていますが、3年間、受け取ってきた生活費の支援はことし5月に終了しました。
一時はパートで働いていたこともありますが、ことばの壁や持病に加え、1人で子育てをしながら働くのは難しくなり、現在は、これまで受給した生活費の残りとウクライナで蓄えた預金を取り崩して暮らしています。
生活費の支援が終了することで帰国も検討しましたが、故郷のポルタワ州は無人機やミサイルによる攻撃が相次いでいて、子どもたちを連れて戻ることは危険だと判断し、少なくともあと1年は、日本で暮らすと決めました。
こうした中ムリャフカさんの心の支えになっているのは同じ市営住宅に暮らす市橋恭行さんと（80）妻の桂子さん（77）です。
2人は翻訳アプリを使いながら、ムリャフカさんの身の回りの相談に乗っています。
NHKが取材に訪れた日は、娘のミロスラワさん（9）の眼科検診の予約をとる手伝いをしていました。
市橋さんは「ムリャフカさんからは病院を見つけたい時や子どもがかぜをひいた時などに連絡をもらっている。私たちができることをして力になれればと思う」と話していました。
ムリャフカさんは「2人は家族のような存在だ。日本での生活がどうなるのか、心配もあるが何とか生き延びようと思う」と話していました。
日本で暮らす避難民 就職が大きな課題
出入国在留管理庁によりますと、3年前の軍事侵攻開始後、ウクライナから日本に避難してきた人は6月末時点で2798人で、このうち1936人が今も日本で暮らしています。
ウクライナから避難した人たちへの支援を続けている「日本財団」は2022年5月から一定の条件を満たした人々に対し1人当たり年間100万円を支給し、合わせて2000人が申請しました。
支援は最長3年でことし5月から順次終了していて5月はおよそ140人、6月はおよそ360人、7月はおよそ170人への支援が終了します。
日本財団がことし1月から3月にかけてウクライナからの避難者を対象に行ったアンケートでは、回答した937人のうち「できるだけ長く日本に滞在したい」または「ウクライナの状況が落ち着くまでは、しばらく日本に滞在したい」と答え、日本での滞在を希望したのは合わせておよそ70％でした。
ただ「働いている」と答えた人は半数ほどで、このうち安定した収入が得られるフルタイムで働いている人は25％にとどまり、就職は大きな課題となっています。
このため日本財団は、日本に住むことを希望する人たちに対し、日本語の習得や企業側とのマッチングなどの支援を続けています。
日本財団経営企画広報部の梅村岳大 部長は「生活費の支援が3年で十分だったかというのは非常に難しい。日本で引き続き暮らすという判断をしたのであれば、生活の上で一番必要なのは就業だ。就労機会の提供などはNPOや各自治体と連携しながら行っていく」と話していました。
ウクライナから避難 一部の国で支援疲れ
UNHCR＝国連難民高等弁務官事務所によると、ウクライナから国外に避難した人は7月1日時点でおよそ564万人です。
日本を含め各国は避難者に対して住宅や生活費、医療といったさまざまな支援を提供していますが、UNHCRによりますと、一部の国では支援疲れもみられ、支援が減少しているということです。
このうち、ノルウェー政府は侵攻後からウクライナから避難してきた人たちに対し、個別に審査することなく仕事をしたり、家族を呼び寄せたりできる特別な措置をとってきました。
しかし、去年9月、当局が安全と見なす地域から来た人たちについてはこうした措置の対象外とする見直しが行われ、ことし1月現在では西部のリビウ州やイワノ・フランキウシク州など14の州からの避難者については対象外としています。
またフランス政府は、侵攻直後、避難者向けに提供していた1万9500以上の緊急の避難場所をことし4000にまで削減したとヨーロッパのメディアが現地のNGOの話として、伝えています。
UNHCRのマシュー・ソルトマーシュ首席広報官はNHKの取材に対し「戦争が長引いていることが支援の先細りの要因だ。またもう一つは多くの国が安全保障や防衛に支出を増やしており、その結果支援が減少している」と話していました。
一方で、ロシアがウクライナ各地の都市部に対しミサイルや無人機を使った攻撃を強めていることを念頭に「攻撃が激化するほど、人々は避難を余儀なくされ、支援が必要となる。支援のニーズはますます高まっており、支援が少なくともこれまでの水準で維持され、理想的には拡大することが極めて重要だ」と話していました。
