【詳しく知る参議院選挙の争点】年金制度改革
7月20日投開票の参議院選挙で重要な論点になるとみられる政策や課題をお伝えする「争点ひとくちメモ」。
今回は「年金制度改革」です。
去年行われた公的年金の財政検証では、過去30年間と同じ程度の経済状況が続いた場合、基礎年金の給付水準が2057年度にいまより3割ほど低下すると指摘されました。
先の通常国会で成立した年金制度改革関連法では、4年後の財政検証で将来的に基礎年金の給付水準の低下が見込まれる場合などに厚生年金の積立金を活用して底上げ措置を講じ、その際、厚生年金の給付水準が一時的に下がることへの影響を緩和する対応もとるなどとしています。
一方、底上げ措置を講じた場合、年間1兆円から2兆円程度と見込まれている、将来的に追加で必要となる国庫負担の財源をどう確保するのかは明確になっていません。
また、関連法では、パートなどで働く人が厚生年金に加入しやすくなるよう、「年収106万円の壁」と呼ばれる賃金要件や企業規模の要件が撤廃されることになりました。
こうした適用拡大にあたり、保険料負担が生じることによる働き控えを防ぐため、労使折半となっている保険料を企業側が3年間、より多く負担できる仕組みを設け、企業側が多く負担した分は全額支援するとしています。
