池袋暴走事故から6年 遺族「交通事故は誰も幸せにならない」
東京 池袋で高齢ドライバーの車が暴走し、母親と幼い子どもが死亡した事故から19日で6年になり、被害者の遺族は「交通事故は誰も幸せにならない」と訴えています。
6年前の4月19日、東京 池袋で高齢ドライバーが運転する車が暴走して歩行者などを次々にはね、自転車に乗っていた松永真菜さん（31）と長女の莉子ちゃん（3）が死亡したほか、9人が重軽傷を負いました。
この事故は高齢ドライバーの問題が改めて注目されるきっかけとなり、事故が起きた2019年は運転免許を返納した人が高齢者を中心に過去最多となるなど、社会に大きな影響を与えました。
事故で妻と娘を亡くした松永拓也さん（38）は、事故のあと、全国各地で交通安全を訴える活動を続けています。
去年5月には、事故を起こした飯塚幸三 元受刑者と面会し、悲惨な事故を繰り返さないため、ことばを交わしました。
その5か月後の去年10月、93歳だった元受刑者は、収容先の刑務所で老衰のため死亡しました。
遺族「国や自治体 もしくは国民全体で考えるべき時期」
事故から6年になるのを前に今月、松永拓也さんに心境を伺いました。
松永さんは先月、3人で暮らしていた部屋を改装し、遺品は整理してクローゼットの中に大切にしまいました。
松永さんは「当時のままの景色だと精神的な波が悪い時はどうしてもつらくなってしまうので、遺品も目につくところには置かないようにしています。だから自分が思い出したいタイミングや、振り返った時に愛しい思い出だと思えるタイミングで見られるよう、遺品はクローゼットの中にしまっています」と話しました。
去年、刑務所を訪れて面会した飯塚元受刑者がそのおよそ5か月後に死亡したことについて、松永さんは「家族に看取られることなく刑務所で亡くなったことは、すごく悲しいことだと感じました。妻と娘の命が奪われているのだから、もちろん加害者を許しているわけではなく、裁判のときは『刑務所に入ってほしい』と自分で言っていたので、何か矛盾しているようにも感じますが、悲しいことだと思ったんです。高齢ドライバーがもし事故を起こして刑務所に入ると、現実として起こり得ることだと思い、すごく複雑な気持ちでした」と話しました。
そのうえで「真菜も莉子も、もちろんかわいそうだなと思っているのですが、飯塚さんも飯塚さんでつらかっただろうなと思います。去年、彼と対話して、彼は彼なりに苦しみがあったでしょうし、家族に看取られることもなく刑務所で亡くならなければなりませんでした。事故が起きたから、双方、不幸になっているんですよ。交通事故は誰も幸せにならない。だから池袋暴走事故を知った、また思い出したという時に、加害者にも被害者にもなりたくない、誰も幸せにならないと、改めて思うきっかけになってほしいです」と切実な思いを訴えました。
また、6年前の事故は高齢ドライバー問題が大きく注目されるきっかけとなりました。
松永さんは「非常に難しい問題ですが、若年者と高齢者の対立構造になってはよくないのかなと思っています。免許返納はあくまで1つの手段でしかありません。交通インフラの問題とか、車の技術はどうあるべきなのかとか、当事者だけが考えるのではなく、国や自治体もしくは国民全体で考えるべき時期なのだと思います」と話していました。
高齢のドライバー 専門家「自身の運転レベル 正確に認識を」
池袋暴走事故をきっかけに大きな注目を集めた高齢ドライバー問題。
近年は、高齢者による事故が増加傾向にあります。
警察庁のまとめによりますと、75歳以上の高齢者による交通死亡事故は4年連続で増加していて、去年は410件でした。
これは、免許保有者の人数当たりで比較すると、75歳未満よりも2倍多くなっています。
事故の原因は、ブレーキとアクセルの踏み間違いや、ハンドル操作の誤りなど、運転操作のミスが最も多く、全体のおよそ3割を占めます。
また、池袋暴走事故をきっかけに、1つの対策として、運転免許の自主返納が広く呼びかけられました。
池袋暴走事故が起きた2019年は、60万1022件で過去最多となりましたが、ここ数年は減少傾向にあります。
去年は前の年に比べて4万件あまり増えましたが、42万7914件と、事故の前とほぼ同じ水準となっています。
高齢者にとっては、買い物や通院など、車を簡単に手放せない事情があったり、車に代わる公共交通機関が無かったりして、免許返納だけでは解決できない難しさがあります。
高齢ドライバー問題に詳しい九州大学大学院システム情報科学研究院の志堂寺和則教授は「高齢ドライバーは自身の運転レベルを正確に認識し、夜間や雨天時の運転を避けたり、安全性能の高い車に乗り換えたりするなど、自分で対策を取ることが重要だ。家族や自治体、企業などがいろんな面でアプローチしていかないと解決できない問題で、若い世代もいずれ高齢者になることから、それぞれが自分事として考えることも大事だと思う」と話しています。
