HELLO CYCLINGなどシェアサイクル、大規模小売店舗にも設置可能に
HELLO CYCLINGなど、シェアサイクルサービスを大規模商業施設で設置しやすくする規制緩和が行なわれた。

OpenStreetらと「HELLO CYCLING」を活用したシェアサイクルサービスの実証実験を行なう千葉市が、国家戦略特区における規制改革事項として、国に対し大規模小売店舗立地法(大店立地法)に係る新規提案を実施。その提案の有効性が認められたため、全国措置となった。
これにより、小売店舗1,000m2以上の大規模小売店舗の駐輪場にシェアサイクルステーションの設置が可能となり、千葉市内の商業施設2店舗の駐輪場に「ダイチャリ」のステーションを設置した。
従来、駐輪場の一部をシェアサイクルステーションに置き換える場合、大店立地法により、駐輪場を減台する必要があっった。この変更手続きに通常8カ月を要するため、置き換えの障壁となっていたという。
今回の提案により、シェアサイクルステーションが周辺の地域住民、商業などの利便確保に資するものであれば、駐輪場の収容台数に含めると、経済産業省の通知において明確化された。また、全国措置となるため、どの地域でも活用が可能で、大規模小売店舗の駐輪場にシェアサイクルステーションの設置が可能になった。HELLO CYCLINGを運営するOpenStreetでは、ステーション設置を順次進めていくという。
設置予定店舗は「フレスポ稲毛」(稲毛区長沼原町731-17)が12台、「イオンスタイル千葉みなと」(中央区問屋町2-29)が8台で、4月～5月中に設置する。
