銀行預金の利子にかかる「利子割」めぐり 都がサンプル調査
銀行預金の利子にかかる地方税「利子割」をめぐって、ネット銀行の大部分が本社を構える東京都に税収が集中しているとして見直しに向けた議論が進む中、都はネット銀行などの協力を得て預金者の住所地の預金残高についてサンプル調査を行いました。その結果、国が示している所得を基準として分配する案よりも、東京都の割合が高い傾向にあったということです。
「利子割」は銀行預金の利子などにかかる地方税の1つで、ネット銀行の大部分が本社を構える東京都に税収が集中しているとして、見直しに向けた議論が進められています。
これについて国の検討会は7月、所得を基準とする算出方法で各都道府県に税収を分配する案などを示しました。
これに対して、東京都は、見直しに向けては明確な根拠が必要だとして国に対して前提となる実態を把握するための調査を求めてきましたが、これまでに実施されていないことから、ネット銀行などの協力を得て預金者の住所地の預金残高についてサンプル調査を行いました。
その結果、東京都が占める割合は国が示した算出方法よりも高い傾向にあったということです。
小池知事は26日の記者会見で「金融機関への調査など本来国が行うべきだと思うが、まずはしっかりと実態を把握したうえで、住所地課税の実現を目指すべきだ」としています。
