“SNSのウソ情報 投票行動への影響懸念” 80％余 NHK世論調査

参議院選挙を前にNHKが行った世論調査によりますと、選挙の際、SNSや動画共有サービスでウソや真偽不明の情報が広まり、投票行動に影響を与えるかもしれないという懸念を「感じる」と答えた人が80％余りに上りました。

NHKは、今月行われる参議院選挙を前に投票行動とメディア利用の関係を探ろうと、ことし3月から5月にかけて全国の18歳以上、3600人を対象に郵送で世論調査を行い、61％にあたる2211人から回答を得ました。 SNSなどでウソや真偽不明情報 投票行動に影響与える懸念は 選挙の際、SNSや動画共有サービスでウソや真偽不明の情報が広まり、有権者の投票行動に影響を与えるかもしれないという懸念をどの程度感じているか尋ねたところ、
▽「大いに感じる」が31％
▽「ある程度感じる」が52％
▽「あまり感じない」が12％
▽「まったく感じない」が4％で、
「感じる」は「大いに」と「ある程度」を合わせて83％に上りました。 国の規制が必要か 選挙期間中、SNSで偽の情報を拡散させたり、収益を得る目的で関連の投稿をしたりすることに国の規制が必要だと思うか尋ねたところ、
▽「必要だ」が78％
▽「必要ない」が20％でした。 収益の支払い停止できる仕組み必要か 多くのSNSには、閲覧や再生回数が多いほど、投稿者が収益を得られる仕組みがあります。

選挙期間中、候補者へのひぼう中傷や偽情報を含むコンテンツが投稿された場合、SNSの運営事業者が、収益の支払いを停止できる仕組みが必要か尋ねたところ、
▽「必要だ」が87％
▽「必要ない」が10％でした。 “民主主義がねじ曲げられないよう対策必要” SNSの問題に詳しい国際大学の山口真一准教授は「フェイク情報によって選挙結果が変わってしまうことに多くの人が危機感を抱いている。お金もうけのために発信された情報で人々が誘導されて民主主義がねじ曲げられることがないよう、何らかの対策が必要だ」と指摘しています。

SNSを利用する際の注意点として「選挙の時はさまざまなフェイク情報、真偽不明の情報が広まりやすいので、そうした情報に接したら、情報の発信元やメディアがどう言っているかを確認するなど検証してほしい」と話しています。 投票先を決める際 よい影響か 悪い影響か 選挙では、多くの候補者や政党がホームページやSNS、動画共有サイトで選挙運動を行っています。

投票先を決める際、よい影響と悪い影響のどちらが大きいか聞いたところ、
▽「よい影響のほうが大きい」は22％で
▽「悪い影響のほうが大きい」の37％が上回りました。
▽「特に影響はない」は38％でした。

30代以下では「よい影響」が半数近くに
ただ、年代別でみますと、40代以下では「よい影響」が「悪い影響」を上回り、特に30代以下では「よい影響」が半数近くを占め、「悪い影響」の20％弱を大きく上回っています。 ネット選挙の広がり どんな影響か インターネットによる選挙運動の広がりが選挙にどんな影響を与えているか8つの選択肢から3つまで挙げてもらった結果、
▽「誤った情報やひぼう中傷が広まりやすくなる」
▽「何が正しい情報かわからなくなる」がそれぞれおよそ50％で上位となり、
▽「選挙が身近になる」
▽「情報が増えすぎて投票の判断が難しくなる」がともに30％程度でした。

若い人ほどネット選挙の広がりを肯定的に評価
年代別に見ますと、40代以上では、▽「誤った情報やひぼう中傷が広まりやすくなる」、▽「何が正しい情報かわからなくなる」といった否定的評価が上位にきたのに対し、10代・20代、それに30代では、いずれも▽「選挙が身近になる」と、▽「投票の判断材料が増える」が上位となり、若い人ほどネット選挙の広がりを肯定的に評価しています。 投票先の決定「SNSの口コミ」がどの程度後押しになるか 投票先を決める際、「SNSの口コミ」がどの程度後押しになるか聞いたところ、
▽「かなり後押しになる」が2％
▽「ある程度後押しになる」が16％
▽「あまり後押しにならない」が26％
▽「まったく後押しにならない」が49％でした。

「後押しになる」10代・20代では47％に
「かなり」と「ある程度」を合わせた「後押しになる」は全体では18％でしたが、10代・20代では47％に上りました。 “若い世代 SNSが投票に行くきっかけになっている人も” SNSの問題に詳しい国際大学の山口真一准教授は、世論調査の結果について「選挙の際SNS上でひぼう中傷やフェイク情報が拡散されて社会の分断が進み過ぎると、みんなでよりよい社会をつくっていこうという民主的な議論ができない環境になってしまう。こうした深刻な影響を及ぼすことからデメリットのほうが大きいと評価する人が多かったのではないか」と指摘しています。

一方、若い人ほどネット選挙を肯定的に捉えている点については「若い世代は政治への興味がないといわれるが、SNS上で実際に政治的な言説や選挙の話題を見て、投票に行こうというきっかけになっている人もいる。そうした実体験も含めメリットのほうを評価しているのではないか」と分析しています。
