H3とイプシロンSロケットの開発難航をJAXAが報告

2025年9月29日、文部科学省はJAXAの基幹ロケット「H3」と「イプシロンS」の開発について新たな状況を公表しました。今年度内の打上げを目指していたH3ロケットの固体ロケットブースターを使用しない「30形態」で開発課題が見つかり、再度の地上試験を行なって初打ち上げは2026年度以降になる見通しです。

またイプシロンSロケットは2段モータの地上燃焼試験で発生した異常燃焼への対応を続けており、2段モータを旧型に戻した上で、搭載予定の衛星に暫定型の機体が適合するかどうかの検討を進めていることがわかりました。

29日に文部科学省で開催された第99回宇宙開発利用部会には、JAXAの岡田匡史理事、有田誠 H3プロジェクトマネージャ、井元隆行イプシロンプロジェクトマネージャが出席。2種類の基幹ロケットの現状を説明しました。

■ H3ロケットについて

2024年から運用を開始した日本の液体ロケット「H3」は、すでに4回の衛星打ち上げに成功し、10月21日には新型宇宙ステーション補給機「HTV-X」を搭載した、固体ロケットブースター(SRB-3)を4本取り付ける「H3 24形態」の打上げを初めて実施する予定です。同時に、SRB-3を使用しないH3 30形態の飛行試験に向けた準備を進めてきました。

H3 30形態はSRB-3を使用しないことに加えて、日本のロケットでは初となる1段メインエンジンを3基取り付けたロケットです。H-IIAからの移行時に目指していた「H-IIAの半額(2014年程度の想定では50億円程度)」という打上げコストはこの形態で実現する見込みで、地球観測衛星などに向いた南北方向の軌道に日本の政府系衛星を打ち上げる用途が想定されています。

7月には種子島宇宙センターで30形態の機体をロケットを発射台に据えて機能と性能を確認する1段実機型タンクステージ燃焼試験(CFT)が実施されました。１段エンジンを25秒間燃焼させ、機体・設備の動作データをしっかりと取得することができました。試験で十分な性能が確認できれば2025年度中に30形態の初打上げへと進む計画でしたが、3基の1段メインエンジン「LE-9」に水素燃料と酸素を供給するタンクの圧力が必要な水準まで達しないという事象が発生しました。

原因を調査した結果、追加した3番目のエンジンからの推進剤系統には加圧ガスの流量を切り替えるバルブがなく、常に少しずつ流すかたちで供給しているために加圧ガス量にもともと余裕が少なかったことなど、メインエンジンが3基ある30形態に特有の事情で圧力不足が発生したことがわかりました。このため、10月に打上げ予定のH3ロケット7号機(HTV-X 1号機搭載)などH3 22/24形態ではこの問題は発生しないといいます。

一方で対策案としてタンク加圧ガス流量の増加、タンク圧制御計画の見直しなどが必要となります。対策の効果検証のためにはもう一度CFTの実施が必要になる見通しです。実施時期は明示されていませんが、来春ごろとみられています。

■ 完成形に近づくLE-9エンジン

H3ロケットの1段メインエンジンで「LE-9」エンジンは、開発中に液体水素を燃焼室に送り込むターボポンプ(FTP)に振動が発生する課題があったことから、現在は「Type1A」と呼ばれる完成手前のエンジンが使われています。Type1Aはこれまで4回の正常作動の実績を積み重ねていますが、性能やコストの面でまだ改良の余地があります。そこで、2023年度から完成形であるLE-9 Type2の開発が進められていました。

製造に金属3Dプリンタを取り入れるなどコスト低減も進めた結果、2023年2月から2025年6月にかけて、実機大エンジンを用いた燃焼試験を14回(3,239秒)行ない、有害な振動が発生せず、目標の性能を発揮できることがわかりました。性能と振動問題の解決、低コスト化の実現にめどがたったのです。金属3Dプリンタを使用したことで、これまで1,000点以上も必要だった部品が1点に集約できたといい、大幅なコストダウンを実現しました。

2025年度末にはエンジンの認定試験を開始する見込みだといい、H3ロケットは7号機の24形態飛行実証、30形態の飛行実証、LE-9 Type2エンジンの完成で初期の開発に一区切りとなります。今後は高度化に向けた開発(ブロックアップグレード)も一部が並行して進められ、複数の衛星を一度に搭載できるライドシェア対応に向けて機能を強化していくことになります。

■ イプシロンSロケット開発計画の見直しの方向性は

日本のもう一つの基幹ロケット、固体ロケットのイプシロンSは、2024年末に起きた2段モータ燃焼異常への対応が続いています。9月15日のJAXA発表では、原因究明に必要な部品の回収が進み、燃焼異常が起きた原因が絞り込まれつつあります。ロケット機体の内側に貼られた断熱シートに熱で孔があいたことが原因につながっていると考えられ、試験用の小型2段モータを製造して事象を再現する試験を行なう計画です。

原因究明と対策は進展しているものの、イプシロンSロケットの1号機打上げまでにはまだ時間がかかることから、空白期間の短縮を目指し、開発計画を見直すこととなりました。

その方策として、イプシロンSで開発中の推進薬を増強した2段モータ「E-21」をいったん、2022年10月まで運用されていた「強化型イプシロン」の2段モータ「M-35」に戻すことが検討されています。すでに製造されていない部品があるため、代替品を採用した「M-35a」とする方策を検討中です。

M-35はE-21より小型で打上げ能力は当初の目標より低くなるため、適用可能なミッションの検討も始まりました。イプシロンSの1号機に搭載する予定だったベトナムの地球観測衛星「LOTUSAT-1」は、イプシロンSへの搭載を強く希望しているといい、可能な限り搭載する方向です。JAXAが取りまとめる新しい衛星技術の宇宙実証を目指す「革新的衛星技術実証」4号機は、衛星側のロケットへの希望によって判断するとのことです。

2段モータを旧型同等品に差し戻すなど、新たな開発計画は今年末ごろに決まる見込みで、イプシロンSロケットの飛行までにはもうしばらく時間がかかりそうです。一方で、宇宙開発利用部会では、宇宙保険の専門家から「国際保険市場では、イプシロンSを実際に打ち上げる前に不具合を洗い出し、きっちり手順をふんで対策を進めているとポジティブに受け止めているアンダーライター(保険引受人)が複数いる」といい、日本の対応は好感されているとのコメントがありました。衛星側が待つ姿勢を見せているわけですから、今後も着実に対策を続けることが求められているといえます。
