経産省、AI・クラウド開発の国内企業に725億円 「経済安全保障」強化
経済産業省は、AIの開発に必要なクラウドサービスを提供する5件に対し、合計で最大725億円の助成を行なうと発表した。経済安全保障推進法第9条第4項の規定に基づくもの。

クラウドサービスは国民生活や産業活動で不可欠になっている一方、国内企業のシェアは約3割にとどまり、外資系企業への依存度が高い状況。国として自律的に管理すべき重要情報を扱うシステムやその開発体制を他国に依存する形は、「経済安全保障」の観点から好ましくないとされる。
また、現在開発競争が激化している生成AIの分野は、産業活動や国民生活に大きな影響力を与えると考えられ、サービス供給が制約されると甚大な影響が生じると指摘、計算資源を国内に確保することで、国内の開発基盤の構築やサービス提供体制の強靭化を図ることが重要としている。
こうしたことから、経済安全保障推進法に基づき「クラウドプログラム」が特定重要物資に指定される。特に生成AIについて、幅広い開発者が利用できるサービスや計画を認定し、国として支援する。
具体的には、「AIに関わる計算資源としてのGPUクラウドサービスの提供」が今回の認定条件になっている。最大規模はさくらインターネットで、約501億円の助成を受ける。
認定を受けたのは以下の5つの事業者(2件は共同申請)。
・GMOインターネットグループ 最大約19.3億円
・さくらインターネット 最大約501億円
・RUTILEA、AI福島(共同申請) 最大約25.6億円
・KDDI 最大約102.4億円
・ハイレゾ、ハイレゾ香川(共同申請) 最大約77億円
今後は、今回支援する事業者や産業技術総合研究所などからなる検討会を立ち上げ、課題の議論や、日本として取り組むべき方向性を整理していく。
