4月18日、トヨタは、ランドクルーザーに"250"シリーズを新たにラインアップするとともに、特別仕様車 ZX“First Edition”と特別仕様車 VX“First Edition”を設定、発売開始を発表した。
新型"250"シリーズは、ランドクルーザーの中核モデルとして悪路走破性をベースに扱いやすさを付与し、多くの人々の生活を支える役割と使命を担うべく新たに誕生した。
今回開発陣は、時代とともに高級・豪華路線にシフトしてきたこれまでのランドクルーザー プラドが位置するライトデューティーモデルを、ユーザーが求める本来の姿に戻そうと取り組みました。“原点回帰”をキーワードに、開発コンセプトを「The Land Cruiser ： 質実剛健を追求し、お客様の生活と実用を支え、お客様に信頼されるクルマ」と定め、開発を進めてきたという。
なおトヨタでは、"250"シリーズは“生活実用”であるのに対し、"300"シリーズは“象徴”、"70"シリーズは“普遍”として位置付けている。
"250"シリーズは、"300"シリーズとおなじ「GA-Fプラットフォーム」を採用。ランドクルーザー初の、電動パワーステアリング（EPS）とSDM（Stabilizer with Disconnection Mechanism）を搭載。電動パワーステアリングはオフロードでのキックバック低減にくわえ、オフロード・オンロードの扱いやすさを確保。SDMはスイッチ操作でフロントスタビライザーのロック／フリーを切り替えられるという。
ボディサイズは全長4925mm、全幅1980mmで、ランドクルーザー"80"シリーズから続く伝統のホイールベース2850mmを採用。ドアミラー含む実用全幅値は2115mm（社内測定値）にとどめ、取り回し性を高める。
エクステリアは、歴代のランドクルーザーの特徴である車軸に対しキャビンを後ろ寄りに配置するキャビンバックワードプロポーションを採用。悪路走行を考慮し、コーナー部のみ交換可能な分割式バンパーを装備する。ボディカラーは「アバンギャルドブロンズメタリック」、「スモーキーブルー」などのモノトーンカラー5色に、ライトグレーのルーフ色と新規開発色「サンド」を組み合わせたツートーンカラー含む全6色を用意した。
