川崎 遺体遺棄事件 元交際相手の容疑者 海外滞在で追及逃れか
川崎市で女性の遺体が遺棄された事件で、逮捕された27歳の元交際相手が自身の家族から「自宅から遺体が見つかった」などと連絡を受けて滞在先のアメリカから急きょ帰国していたことが捜査関係者への取材で分かりました。
任意の事情聴取で女性への待ち伏せを認めたあとに出国していたことから警察は、当初は海外に滞在してさらなる追及から逃れようとしていたとみて調べてます。
また、「桶川ストーカー殺人事件」の遺族は、「被害者は恐怖にさらされてうまく説明ができないこともある」として、警察は被害者の訴えに真摯（しんし）に向き合うべきだと指摘しています。

川崎市川崎区の白井秀征容疑者（27）は、以前、交際していたアルバイト従業員の岡崎彩咲陽さん（20）の遺体を自宅に放置した疑いで逮捕され、5日午前、検察に送られました。
調べに対し、容疑を認めていて、その後はあまり調べに応じなくなっているということです。
容疑者は3日、滞在先のアメリカから帰国し逮捕されましたが、捜査関係者によりますと、自身の家族から「自宅から遺体が見つかり、大変なことになっている」などと連絡を受けて急きょ帰国したということです。
出国したのは4月上旬で、容疑者は、この前に行われた任意の事情聴取で岡崎さんが去年12月に行方不明になった当日の朝、職場付近で待ち伏せしたことを認めたということです。
警察は、当初は、アメリカに滞在することでさらなる追及から逃れようとしていたとみて調べています。

川崎市で女性の遺体が遺棄された事件について26年前、ストーカー被害のすえに娘を殺害された「桶川ストーカー殺人事件」の遺族は、「被害者たちはおびえて恐怖にさらされてうまく説明ができないこともあり、話をきちんと聞いていれば、事件を防げたのではないか」などと指摘しています。
1999年、埼玉県桶川市のJR桶川駅前で女子大学生だった猪野詩織さん（当時21）がストーカー被害のすえ、殺害された事件は、当時の警察の対応が不適切だったとしてストーカー規制法が成立するきっかけとなりました。
父親の猪野憲一さんはストーカー被害をなくそうと、今も警察や学生などに講演活動を続けています。
今回の事件について猪野さんは「20歳の女性が事件に巻き込まれたと聞いて、詩織の顔が浮かびました。また起きてしまったのか、助けられなかったのかと残念でしかたがない」と話しています。
また、女性は、去年9月に、逮捕された元交際相手に暴力を振るわれたなどとして、警察に被害届を提出していましたが、その後、この届は取り下げられました。
この点について猪野さんは、「被害届が取り下げられた時点で、プロの警察官であれば、裏には何かあるのではないかと話を聞き、被害者が訴えたことに対して真摯に向き合うべきだった」と指摘しています。
さらに、女性が、去年12月に最寄りの警察署に「男が近くにいる」とか「つきまとわれている」といった内容の電話をかけていたことについては、「一般市民が警察に話をすることはハードルが高いが、今回、被害者は勇気をもって電話をした。被害者たちはおびえて恐怖にさらされてうまく説明ができないこともある。こうした点を踏まえてきちんと話を聞いていれば、事件を防げたのではないか」と指摘したうえで、「警察には市民のことを考えているのか胸に手を当てて考えてほしいし、今回の対応に対する是非は問われるべきだ」と話しています。
ストーカー規制法の適用に難しさ
今回の事件では、被害者側は元交際相手からのストーカー被害を警察に相談していたと訴えている一方、警察側は元交際相手と被害者が交際したり別れたりを繰り返しストーカー規制法の適用が難しかったとしています。
ある警察幹部は、「ストーカー規制法やDV防止法ではカバーしきれないカップル間のトラブルは非常に多く、現場の警察官たちは双方の当事者やその家族などから話を聞くなどの対応に努めている」と言います。
そのうえで、「第三者から見ると、リスクを感じる状況であってもカップルの2人が警察の対応を拒んだり、すぐに復縁したりすることもあり、そうした場合、警察としては口頭で注意したり継続的に状況を確認したりするくらいしかできず、難しい対応を迫られるケースは少なくない」としています。
一方、ストーカー対策などの経験が長い警察OBの1人は、今回の事件の対応について「カップル間のトラブルは対応に悩むケースが多いのは事実だが、一時的にでも暴力行為について被害届が出ていたのであれば、加害者を検挙するなど積極的な対応をすべきだった。カップル間のトラブルは突如、深刻な事件に発展することがあり、被害者の命を守るためには警察が取れる裁量の中で可能な限り強い対応をすべきだった」と指摘しています。
